瀘州老窖股份有限公司(以下簡稱“瀘州老窖”或“公司”)始終將員工健康安全管理工作置于首位,致力于將運營中職業健康與安全相關風險降至最低程度,竭力保障員工的健康與安全。

本政策旨在通過建立完善的健康與安全管理體系,并系統化開展風險評估、預防措施和持續改進,保障每位員工的健康與安全,營造健康安全的工作氛圍。
This policy establishes a comprehensive health and safety management system to systematically conduct risk assessments, implement preventive measures, and drive continuous improvement. It aims to safeguard every employee's health and safety while fostering a secure working environment.
2 適用范圍
2 Scope of Application
本政策適用于瀘州老窖公司及子公司全體員工,并鼓勵所有商業伙伴,包括合作伙伴、承包商和供應商遵守本政策。
This policy applies to all employees of Luzhou Laojiao and its subsidiaries. The Company encourages all business partners—including collaborators, contractors, and suppliers—to adhere to this policy.
3 法律法規及內部制度
3 Laws, Regulations, and Internal Systems
瀘州老窖遵守業務運營地所涉及健康與安全相關的法律法規及行業規范,包括但不限于《中華人民共和國安全生產法》《中華人民共和國職業病防治法》《中華人民共和國消防法》,并內部制定《安全生產責任制管理制度》《安全生產承諾管理制度》及覆蓋承包商的《相關方安全管理規定》等制度,嚴格保障各利益相關方在生產過程中的安全和健康,預防和減少生產安全事故。
Luzhou Laojiao complies with all applicable health and safety laws, regulations, and industry standards in its operational regions, including but not limited to:Work Safety Law of the People's Republic of China,Occupational Disease Prevention and Control Law of the People's Republic of China,Fire Protection Law of the People's Republic of China.Internal systems include the Work Safety Responsibility Management System, Work Safety Commitment Management System, and Stakeholder Safety Management Regulations (covering contractors). These rigorously protect stakeholders' safety and health during production while preventing and reducing accidents.

4.1管理架構及職責
4.1 Management Structure and Responsibilities
公司已搭建完善的健康與安全管理體系。公司CEO負責監督健康和安全戰略。安全生產委員會作為公司健康與安全管理的主要機構,負責組織審查、審核年度安全生產和職業病防治工作計劃及長遠規劃,并定期向董事會報告安全情況。安全生產委員會由董事長、黨委書記為主任,黨委副書記、總經理為常務副主任,各分管領導為副主任,各部門負責人為成員。公司CEO薪酬與健康安全關鍵績效相掛鉤。
The Company has established a robust health and safety management framework. The CEO is responsible for health and safety strategy. The Work Safety Committee—chaired by the Chairman and Party Committee Secretary, with the Deputy Party Committee Secretary and General Manager as Executive Deputy Chair—serves as the primary governance body. It reviews annual/long-term work safety plans, monitors occupational disease prevention, and regularly reports to the Board. CEO compensation is linked to health and safety performance.
4.2健康與安全管理舉措
4.2 Health and Safety Measures
參照ISO 45001職業健康安全管理體系等國際標準,建立健全職業健康安全管理體系,識別、評估及管理業務發展過程中的職業健康與安全風險和隱患,并定期檢討和監察;
積極推動開展健康安全管理體系認證工作,實現職業健康工作的標準化和規范化;
提供安全、健康的工作環境與保障,積極預防與工作有關的事故或疾病,避免職業病的危害;定期開展職業健康安全檢查,采取必要的衛生措施,防止化學品、高溫和噪聲等因素對員工健康產生影響;為員工提供定期的心理健康測試,保障員工的身心健康與安全;
規范應急救援管理工作,迅速有效處置生產安全事故、突發事件、職業病危害等事故。完善應急預案體系,增強應急預案的科學性、針對性、實效性,提高應對風險和防范事故的能力;
積極組織開展涵蓋火災、高處墜落、觸電、極端天氣等類型的安全應急演練,最大限度的控制和減少事故的發生;
積極創建安全生產標準化一級企業。保持安全生產標準化體系有效運行,每年由公司主要負責人牽頭開展自評工作;
積極創建省級健康企業。
Build and refine occupational health and safety systems aligned with ISO 45001, identifying/managing risks through regular reviews.
Promote health and safety management system certification for standardized operations.
Provide safe working conditions.Prevent occupational accidents/diseases through regular inspections and hygiene controls (e.g., chemical, noise, and high-temperature exposure mitigation).Offer periodic mental health assessments to ensure physical and psychological well-being.
Standardize emergency response protocols for accidents/incidents; enhance contingency plans for effective risk mitigation.
Conduct safety drills (fire, falls, electric shock, extreme weather) to minimize accidents.
Actively pursue establishment as a Grade I enterprise in work safety standardization.Maintain the effective operation of the work safety standardization system, with annual self-assessment led by the principal person in charge of the company.
Pursue provincial "Healthy Enterprise" certification.

制定覆蓋承包商的“非零”健康與安全目標:千人輕傷率小于2‰,并對健康與安全目標績效進行持續的監控與改進。
Set contractor-inclusive "non-zero" target: Minor Injury Frequency Rate per 1,000 Workers< 2‰ , and continuously monitor and improve the target performance.
4.4 健康與安全培訓及宣貫
4.4 Training and Awareness
積極面向員工及承包商等利益相關方開展健康與安全宣傳活動,發放職業病防治法宣傳手冊,培養員工的健康與安全意識,增強員工的安全法制觀念,盡可能減少健康與安全事件發生;
定期面向員工及承包商等利益相關方開展健康與安全培訓工作,不斷提高從業人員的安全素質,防范安全事故發生。
